Calling the Kremlin, to disable the codes? means they hv to roll a military decrypter satelite, counting that the radio beeing used, is still available for access, which mighy just not be no more. My guess is, the Kremlin won't do that, risking exposing a decrypter satelite, without no asurance it would work that measure. The other aspect is, this suitcase, made to pass gamma ray detection, is dropped by air with a parashut, this means you can not drill a haul, to access the interior, bcz of the specific aluminium..

fechar janelas e estores, desligar gás (torneira de segurança, especialmente em edificios) , electricidade (se houver)
ter papel alumínio suficiente, para tentar obter uma caixa onde se possa esconder, pode tentar proteger-se num armário ou guarda roupa, e forrar com o aluminio.
tomar 135 miligramas de potássio iodide ao dia ( se a temperatura for elevada, a radiação poderá prolongar-se muitas semanas, caso contrário, dez dias)
para beber água, colocar uma ou duas, (1 gota ou 2 gotas) de lixívia pura (pura!!!) em 5 litros de água.
usar óculos escuros, tapar nariz e boca com lenço

close windows and blinds, turn off gas security tap (do it on your building) and elecricity if there is any
have aluminum foil, and build a box you can fit inside, or try to line with aluminium foil a closet
take 135 miligrams of potassium iodide a day (if its very hot temperature the radiation will take a long time to vanish, if not, take it 10 days)
put one or two drops (1 or 2 drops) of bleach in 5 liters of water, to drink.
use sun glasses, cover your mouth and nose.
